PUBLIC NOTICE : Approval of SERVICE DELIVERY AND BUDGET IMPLEMENTATION PLAN (SDBIP) FOR 2010/11 FINANCIAL YEAR
Notice is hereby given in terms of Section 53 (1) (c)(ii) of the Local Government Municipal Fianance Management Act, 2003 (Act 56 of 2003) that the Executive Mayor of the Joe Gqabi District Municipality, Councillor TL Marawu has approved the Service Delivery and Budget Implementation Plan (SDBIP) for the 2010 / 11 financial year.
A Service Delivery and Budget Implementation Plan is a detailed plan approved by the Mayor of a Municipality for implementing the Municipality's delivery of Municipal Services and its Annual Budget.
Copies of the approved Service Delivery and Budget Implementation Plan will be available for scrutiny during office hours at the Joe Gqabi District Municipal Office, No. F69, 1st Floor, Corner Cole and Graham Streets, Barkly East, as well as on the District's Website : www.joegqabi.gov.za from 21 July 2010.

Message from the Executive Mayor

Over the last five years I have had a political mandate to create a better life for the people of our district. I am convinced that we have made great strides in delivering basic services, such as water, sanitation, health, social facilities and roads, to our people.
Although we were hamstrung by the resource constraints of a small rural district municipality, we have managed to equitably distribute resources throughout the district. We also faced the challenge of transforming the institution from a bureaucratic to a development institution in line with the concept of developmental local government as outlined in the White Paper on Local Government. To this end, the community was at the center of development, and we therefore had to change the institution to reflect the diversity of our population in order to create confidence in the institution.
Many challenges lie ahead to meet the Millennium Development Goals by 2014, including water, housing, sanitation, and access to facilities for all. To this extent this district municipality is committed to improving the quality of life of our people
